ANSWER:

I have the same problem too, that I can not seem to delete following file in %temp% folder in Windows 7. The complete file name that appears in my %temp% folder is as follows:

lucene-9280b370d1038bf9b464c630bb1fed8c-commit.lock

This file appears and disappears quickly for 2 to 3 times per second. When I press Ctrl-A to select all the files with the intention of pressing Shift-Del to delete all the temporary files permanently, I cannot even select the files with the Ctrl-A command, as the Ctrl-A command is disrupted by the appearing and then quickly disappearing attribute of the above-named file. Since the file stays for a fraction of a second in the %temp% folder in Windows 7 it is hard to delete it. And even if I could delete it sometimes after the umpteenth attempt, it reappears quickly. So deletion is of no use. This file comes back even after rebooting the laptop making me think some memory-resident program is creating it, but which one? How can I find out that which program is creating this file?? Can someone please help??
