Do you mean the Oracle Designer CASE tool? Because that’s no longer current, and hasn’t been actively developed for years.

Designer dates from the time before Oracle’s commitment to open standards so it doesn’t really support any standards, unless you count Oracle CASE Method. I once heard somebody argue it supported SSADM but I think that was stretching a point as it lacked both DFD and ELH diagrammers.
